On August 23, the U.S. Small Business Administration (SBA) issued a proposed rule, “HUBZone Program Updates and Clarifications, and Clarifications to Other Small Business Programs” (Proposed Rule), in which it announces several pending changes that have serious implications for many of its small business programs, including the Historically Underutilized Business Zone (HUBZone), 8(a) Business Development, and Mentor-Protégé programs.
As with many SBA proposed rules, this rule contains extensive updates and clarifications. We will unpack the key changes outlined in the Proposed Rule in a series of client alerts designed to inform government contractors about how the rule may impact their businesses. Once SBA announces the final rule, we will continue the series with updates describing the compliance requirements and how Thompson Hine can help small business contractors achieve and maintain compliance.
Our client alerts will address proposed changes that will apply uniformly across all socioeconomic programs, such as negative control considerations and size and status recertification standards. We will also highlight proposed changes specific to the HUBZone and 8(a) Business Development programs.
