Sherman is senior counsel in the Commercial &amp; Public Finance group. He focuses his practice on municipal finance, project finance, public-private partnerships (P3) and EB-5 foreign investor capital transactions. He specializes in structured real estate finance and capital formation, including tax-exempt and taxable municipal bonds, synthetic equity through the monetization of available federal and state tax credits, and exempt securities offerings.

Sherman has extensive local and national experience in tax-exempt multifamily and single-family affordable housing and community redevelopment transactions. Sherman also has worked with local governmental subsidy programs that provide down payment assistance and rental subsidies.

Sherman has represented renewable energy companies in the issuance of Reg D and 144A securities in the domestic project finance market. He has a thorough understanding of how to evaluate and de-risk projects to make them viable in the project finance marketplace, as well as how to review the contracts associated with energy project financings, including power purchase agreements and EPC contracts, among other material documents.

Most recently, Sherman’s P3 experience has been in the area of on-campus facilities, where he has represented investment banks and real estate development companies providing capital or negotiating long-term concession rights for revenue-producing assets located on campus, including but not limited to, student housing and parking facilities.
