He advises clients on regulations that govern transportation operations, with a focus on the U.S. Department of Transportation (DOT) and its subagencies, including the Federal Motor Carrier Safety Administration (FMCSA), Federal Maritime Commission (FMC), Federal Aviation Administration (FAA), Federal Railroad Administration (FRA), Pipeline and Hazardous Materials Safety Administration (PHMSA), and National Highway Traffic Safety Administration (NHTSA).

Richard represents transportation and logistics companies, shippers and receivers of various goods—including those handling hazardous materials—and original equipment manufacturers in the automotive sector.

He helps his clients navigate complex regulatory requirements, ensuring compliance with safety standards, managing government enforcement actions, and developing risk management strategies. He also assists with regulatory changes and compliance audits.
