Bill is senior manager of International Trade in the firm's International Trade practice group. He assists the group’s lawyers in advising the firm's clients on matters regarding Customs law, regulations and procedures; antidumping and countervailing duty proceedings; import and export policies; and WTO issues.

Bill has 40 years of experience in international trade. Early in his career, he was a senior import specialist with the Department of the Treasury, U.S. Customs Service in Baltimore. Bill then was promoted to Customs Service headquarters in Washington, D.C., where he served as an operations officer. From Customs, Bill was transferred to the International Trade Administration in the Department of Commerce to serve as a senior analyst. He was then promoted to director of Antidumping Compliance, a position he held for four years. As the director, he supervised hundreds of investigations and administrative reviews of antidumping cases involving imports of products as diverse as steel, roller chain, semiconductors and chemicals. As an analyst and the director, Bill conducted and/or supervised hundreds of on-site cost and sales verifications.

  • Assisting the group’s lawyers in advising companies on the U.S. regulatory requirements for imports of goods across the U.S. border, including issues of classification, origin and valuation.
  • Representing clients in Customs and Border Protection import enforcement actions; drafting voluntary disclosures when needed.
  • Developing import compliance programs and conducting internal audits of import processes and procedures.
  • Developing strategies for Customs audits and participation in Customs trade facilitation programs.
  • Advising companies on country of origin issues for procurement and compliance matters.

Trade Remedies

  • Representing U.S.- and foreign-based companies in antidumping and countervailing duty proceedings.
  • Facilitating interaction between companies and regulatory agencies.
  • Conducting on-site cost and sales verifications.
  • Ensuring seamless transition of trade remedy results between regulatory agencies.
  • Developing private relief bills for individual clients.
