David is the leader of the firm's International Trade practice group and a member of the firm's International Committee.

He advises clients on the risks and opportunities presented by U.S. international trade laws and regulations and international trade agreements. He focuses on antidumping (AD), countervailing duty (CVD) and safeguard litigation, international trade policy, and cross-border compliance issues affecting goods, services, technology and investments that involve transportation, customs, export controls, economic sanctions, anti-boycott and anti-bribery laws and regulations.

Focus Areas

David’s areas of experience include:

  • Counseling clients on international trade issues under U.S. laws, and USMCA and WTO rules.
  • Advocating for clients in administrative proceedings before the U.S. International Trade Commission (ITC), the Bureau of Industry and Security (BIS) and the Import Trade Administration (ITA) at the U.S. Department of Commerce, U.S. Customs and Border Protection (CBP), the Directorate of Defense Controls (DDTC) at the U.S. Department of State, the Office of Foreign Assets Control (OFAC) at the U.S. Department of the Treasury, the U.S. Department of Transportation (DOT), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) at the U.S. Department of Justice (DOJ).
  • Representing clients’ interests before the U.S. Congress and Executive Branch agencies.
