Thompson Hine LLP has elected eight new partners, effective January 1, 2024. The new partners represent a range of practice areas, including Business Litigation, Commercial & Public Finance, Construction, Corporate Transactions & Securities and Employee Benefits & Executive Compensation.

The new partners are:
Jamar King, a member of the Business Litigation and Government Contracts practice groups in Dayton, focuses on solving problems for clients operating in the complex realm of government procurement. He provides counseling and litigation support to clients on everything from regulatory compliance to dispute resolution to responding to government investigations.
In addition to advising government contractors, King, a former public defender, is a seasoned trial attorney. He has represented businesses in a wide range of industries in business tort disputes and complex commercial litigation in federal and state courts throughout the country. In particular, King has significant experience representing marketing and media agencies against claims from their former clients and competitors.
King received 2021, 2022, 2023 and 2024 Best Lawyers: Ones To Watch recognition for Commercial Litigation and Criminal Defense: White-Collar. He was named to Lawyers of Color’s Hot List in 2020 and received the Joseph Cinque Award from the Black Law Students Association of the University of Dayton School of Law in 2019. King received his J.D. from University of Toledo College of Law, magna cum laude, Order of the Coif, and his B.S. from Bowling Green State University.
Emily Montion, a member of the Business Litigation group in Cincinnati, focuses on complex commercial litigation and real estate disputes. An experienced trial and appellate lawyer, she has obtained victories for her clients in jury trials, bench trials, appeals and arbitrations in various jurisdictions. Montion’s practice includes a broad range of real estate-related matters, including commercial landlord/tenant disputes, failed real estate transactions and construction disputes.
Montion received 2022, 2023 and 2024 Best Lawyers: Ones To Watch recognition for Commercial Litigation and Litigation-Real Estate and was selected to the Ohio Rising Stars list, 2019-2023. She also received PLEDGE (Promoting Lawyer Excellence & Driving Gender Equality) recognition from the John W. Peck Cincinnati-Northern Kentucky Chapter of the Federal Bar Association Gender Equity Task Force in 2023. Rebeccah Raines, a member of the Corporate Transactions & Securities group in Dayton, focuses on middle-market transactions, including mergers, acquisitions, divestitures, and reorganizations along with a variety of corporate governance matters, entity formations and general business counseling. She also focuses on a wide spectrum of health care transactions, including change of ownership analysis, for clients in regulated industries, including pharmacies, clinical laboratories, hospitals, and physician practices.
Raines received 2021, 2022, 2023 and 2024 Best Lawyers: Ones To Watch recognition for Corporate Governance and Compliance Law and Mergers and Acquisitions Law. She received her J.D. from the University of Dayton School of Law and her B.A. from the University of Cincinnati, cum laude.
Todd Seaman, a member of the Business Litigation practice in Columbus, focuses on complex business litigation and financial services litigation. He has broad experience representing clients in business disputes in both court and arbitration proceedings, including employment litigation, contract disputes, business torts, commercial lease matters, and shareholder disputes. His practice also includes defending financial services providers in a range of matters, including those involving imposter fraud, lender liability, and fiduciary duty claims.
Seaman received 2021, 2022, 2023 and 2024 Best Lawyers: Ones To Watch recognition for Commercial Litigation and Litigation-Banking and Finance. He was also selected to the Ohio Rising Stars list in 2022 and 2023. He received his J.D. from The Ohio State University Michael E. Sarah Sparer, a member of the Construction practice in New York, has extensive experience representing a wide array of construction industry clients, including design professionals, real estate developers, property owners, commercial lessees, design builders and contractors in transactional, corporate governance, risk management and litigation matters. Her experience includes front-end advising on the selection of appropriate project delivery methods, drafting and negotiating design and construction agreements, risk management and insurance advising, and managing and litigating complex construction claims.
She has negotiated construction project agreements, managed complex construction litigation claims and advised on corporate compliance, risk management and insurance matters, both nationally and globally and has represented clients on both transactional and litigation matters.
Sparer was listed in The Legal 500 for Construction in 2022 and selected to Professional Women in Construction, New York’s “20 Under 40 Outstanding Women in Construction” in 2022. She received her J.D. from Brooklyn Law School, cum laude, and her B.A. from University of Michigan, with honors.
Dean Spoor, a member of the Commercial & Public Finance practice group in Cincinnati, focuses his practice on tax-exempt bond finance and public finance, as well as economic development incentives and municipal finance law.
Spoor has considerable experience representing both private developer clients, as well as municipal governmental bodies, with a wide array of economic developer financing tools. He has developed a particular focus on tax increment and abatement financing as a means to assist with complex and challenging economic development projects. In addition, Spoor has extensive experience as both bond counsel and underwriter counsel on taxable and tax-exempt municipal bond transactions, including financings for charitable institutions, municipalities and municipal bond underwriters.
Spoor was selected for inclusion in The Best Lawyers in America 2024 for Public Finance Law and selected to the Ohio Rising Stars list in 2008. He received his J.D. from University of Cincinnati College of Law and his B.A. from Xavier University, summa cum laude.
Caitlin Thomas, a member of the Business Litigation and Antitrust, Competition & Distribution practice groups in Cleveland, focuses on complex commercial litigation and antitrust litigation and counseling.
Her antitrust practice focuses on representing clients in antitrust, product distribution, and unfair competition litigation throughout the United States. She has experience in both state and federal courts, including federal class action lawsuits. She also regularly counsels manufacturers regarding product distribution issues, agreements, and risk management. Thomas also advises clients on issues related to mergers and acquisitions including risk assessment and reportability under the Hart-Scott-Rodino Act.
